question of smuggling into China from
Hong Kong which you raised in your
letter of the 10th of February.
Representations have been
received from interestea shipowners
regarding the fines imposed on
shipping companies by the Chinese
Customs in connection with the
aiscovery in Chinese ports of dutiable
unmanifested cargo on boara steamers
arriving from Hong Kong. The
trouble appears to be largely uue
